Preface

"Who's Who in Fresno 1971" is the first of what will become an
annual edition that will be featured in the Grapevine Magazine. Its
purpose is to honor and recognize noteworthy citizens in a wide variety
of vocational fields. In addition to honoring successful businessmen,
clergymen, physicians, educators, city officials, etc., other selections
were made to recognize those individuals who are involved in
philanthropic activities and positions of prominence and trust. Many
were selected because they are leaders in churches, clubs, and organizations
and some were selected because they exhibited a special
talent in an activity of their own.

Nominations were received from readers throughout the city of
Fresno. The final selection was made by a Selection Committee which
was composed of five local citizens. There are many well deserving
citizens omitted from this year's edition due to the fact that their
names were not submitted to he Selection Committee or because of
their failure to respond in time to our invitation.

The Grapevine staff congratulates the citizens who are in this year's
Who's Who In Fresno 1971 edition and we hope that you will be inspired
to continue to work toward your goals.

services to increase and maintain

draftsman in the Engineering Department at McClellan Air Base, Sacramento,
California. As an employee, I was cleared by the Secret Service
Security Officers and given access to confidential files. Family: My husband,

The West Fresno Federation of Neighborhood Centers, consists of the Cecil C.
Hinton Community Center, North Avenue Community Center, Self-Help Coalition,
and Trinity Street Opportunity Center. The Federation is designed to
help eliminate the poverty of West Fresno. These conditions include a substantial
unemployment rate, a shortage of decent, standard housing, a low ducational
attainment rate, and inequality of opportunity.

The Federation seeks to address the problems of West Fresno residents by:

1. Providing Social Srvices;
2. Providing a vehicle or forum for popular expressions on issues that
effect the livelihood of West Fresnans.

The services provided by the West Fresno Federation include:

1. Project Head Start-an educational program for disadvantaged preschool
aged children is held at NACC and TSOC;

2. Information Referral Services-A counseling program is offered at
each Community Center in the area of housing, employment, and
education, through our Social Work Staff.

3. Transportation is provided to residents who cannot themselves provide
it. Also a 42 Passenger Coach is available for group trips.

4. Senior Citizens Program at Cecil C. Hinton include recreation leisure
time activities and a Hot Meal Program.

5. A Hot Meal Program for indigent men in the North Avenue area is
held at NACC.

6. Project Clasped Hands, run through NACC is designed to develop
housing in the area.

7. Emergency Assistance Programs are linked with our counseling
services.

Concentrated Employment Program

CEP. WHAT IS IT?

The Concentrated Employment Program (CEP) is a major effort to bring
together all available resources to help the Nation's most severely disadvantaged
groups. It is not really a new program as we normally think of the
term. Rather, it is a new approach to the problems of the disadvantagedan
attempt to unify and concentrate efforts to provide complete, efficient,
and result-getting help where and when it counts.

The CEP involves several new approaches to aiding the disadvantaged. It
attempts to coordinate local, State, and Federal manpower efforts· to make
a significant impact on the unemployment and underemployment problems
of an urban slum or rural area . It involves local business and labor groups
in the manpower problems of the community. It comes to grips with the
total empolyment problems of the hardest hit of the disadvantaged.

But most important, CEP provides full-scale personalized help to the
individuals it serves, and sticks with them not only until they have found
a permanent job, but until they have achieved the capacity to remain on
the job.

CEP is geared to the concept that it is people, not jobs, that are important.
Working with and through the local Employment Service, vocational
education groups, and other service agencies, CEP project sponsors draw up
a plan tailored to the individual that provides all the services he needs.

These·plans may include outreach and recruitment, counseling and testing,
job orientation, various medical and social support services, educational and
vocational training or work experience, job development and placement,
and even continued followup and help after employment.

Thus the services given the individual can be flexible and highly personalized,
and the concentrated attack on unemployment can make a significant
impact on the manpower problems of the neighborhood or community.


The Fresno CEP represents a unique program in that it incorporates a
wide range of manpower and related services that have never been attempted
before under one administrative umbrella. Historically, manpower
agencies have not been ca,pable of fully dealing with the problems of minority
and disadvantaged citizens simply because of the tremendous amount of
social, economic, educational, and attitudial problems the disadvantaged
unemployed worker usually exemplifies. The CEP offers a viable alternative
to this kind of worker by having full scope of counseling, training, and
supportive services that are designed to meet his needs.
