1ST NEGRO POLICE SGT.

Sergeant Jack Kelley

Jack Kelly, who will celebrate his 20th year in January 1970 on the Fresno Police Department, was recently promoted to sergeant.
Kelley is the senior Negro officer in the police department and is the only Black to make the rank of sergeant in the history
of the department. Most of this years with the department were spent as a detective in the area of major crime.
In his new position Sgt. Kelly will head, along with Sgt. Frank Del Real, the Police Community Relations Program. This program
is designed to develop a better rapport between the police and the community.
Sgt. Kelly was reared in Tulare, California where he was a football star at Tulare High School. After being offered a number of
football scholarships he chose Fresno SttateCollege where he became one of the college's all time great players.
AAfter his footbal years at FSC, kelly played with the Old New York Yankees professional football team,
now known as the Baltimore Colts. Buddy Young, one of the professional football team, now known as the Baltimore Colts. Buddy Young,
one of professional football greats, was one of Kelly's teammates. Kelly's wife, Rose, is a teacher at the Western Elementary
School and they have a son and three daughters.

LINCOLN SCHOOL"
A NEW LOOK

Lincoln Elementary School located in the heart of West Fresno has a new image. It has been designated the Demonstration School
by the Fresno City Unified School District.

Project Balance is the voluntary integration program in Lincoln. Approximately 300 East Fresno children are attending Lincoln in
grades kindergarten through sixth.The attempt is to try and demonstrate that children from children basically, and they learn
more through racial mixing. Project Balance is the first real attempt at meaningful integration within the Fresno City Unified District.

The curriculum is being taught in a cariety of ways, making maximum use of the materials and the individual skills of the teacher.
Math and reading is being supplemented by the use of four full specialists, tow in each field. A genuine endeavor is being made
to individualize instruction as much as possible; that is, to take the child where his is in ability and move there.

The class size at lincoln is averaging about 25 per class...each class having a teacher and an aide.

In addition to the math specialists, tow college professors in math are working with the fourth and sixth grade students to further develop
the students' concept of math.

A special teacher In-Service Training Program for teachers of minoirty student is in operation at Lincoln under the Education
Professions Development Act (EPDA).Twelve teachers at a time are being trained to work in schools where there is high proportion
of minority students/ Among the topice covered are: community awareness, methods, techniques, minoirty history and cultural
background.

An Honors Program is also located in Lincoln for student who are high achievers. They must be tested prior to being enrolled in the program.
The aim is to explore subject matter in more depth than the regular classes.
It is not an accelerated program but one that offers a more comprehensive approach to the subject matter.

Lincoln has a faulty of certificated and non-classified personnel of more than 110. The total number of students including Preschoolers
is 930. The adult ratio to students is 1 to 9, while the instructional personnel ratio to student is about 1 to 10.

Lincoln is a Demonstration School because of the varioks things mentioned above; but, most of all beacuase a sincere,
dedicated and highly competent staff has been to work as a team in providing the best education for students.

ATTORNEY HUGH W. GOODWIN, Deputy Public Defender
Attorney Goodwin, a graduate of Hardard Law School, is recognized as one of the top criminal attorneys in the country. In addition to his duties
as second man in the Fresno County Public Defender's Office. the only Fresno Negro lawyer is also an Instrurctor at Fresno State College.
He and his wife Frances reside in their fashionable home on Kearney Boulevard in West Fresno Where they raise their family of four children - Hugh Jr., Paul,
Anna and Tommy.

FORMER FRESNANS

CLAUDE HURST --

Clude Hurst, who served as Vice-President of the Fresno State College Student body (1954-55), and selected "Out-
standing Male Graduate of Class of 1955," is currently living in Atlandta, Georgia.
Presently Mr. Hurst is working as a technical counsultant for the Human Development Institute of the Bell and Howell
Corporation. As a consultant, he is in charge of developing training programs for private industry.
Hurst is also conducting special training programs with managers and supervisors who will be working with low income
new employees for the National Alliance of Buinessman. The training program is ffunded by the U.S. Department of Labor.

MARVENE G. MORSE

Marven G. Morse, a native of Fresnan who is manager of the First Western Bank's Wattts office in Los Angeles, has been
given the additional responsibility and title of assistant vice president.
The Fresno State College alumni joint First Western in 1965 and was named manager of the watts branch in 1967.
He is active in civic and service groups including Community Pride, Inc., which he serves as treasurer;he is finance chairman of Neighborhood Green Meadows Group of the
Boy Scots and holds memberships on the Mayor's Advisory Committe for Watts Redevelopment and on the South-east Los Angeles and Watts branches of the Chambert of
Commerce.

REYNOLD JOHNSON
This Fresno State College and Edison High School graduate is
currently serving as Assistant Manager of First Western Bank of Compton, California.
He has attained this position in just one year with the financial establishment.
The former marine is active in community and civic affairs.
Johnson, along with lifelong friend Marvene Morse (see above), contribute greatly to the exceptional merit of their financial institution.

RECIPE OF THE MONTH

RUM PECAN COOKIES

* 1/2 CUP DARK RUM
* 2 CUPS OF FLOUR
* 1/2 TEASPOON BAKING POWDER
*1 CUP BROWN SUGAR, WELL PACKED
*1/4 CUP GROUND PECANS
*1/4 POUND BUTTER
* 1 EGG

Pre-heat oven to 350 degrees. Into a bowl sift together the flour
and double action baking powder. Add brown sugar, ground pecans,
softened butter, egg, beaten and rum.

Work with fingers until paste feeels like clay. Roll into a sausage
and chill in freezer or ice compartment for 15 minutes. Cutt into
slices 1/4" thick and bake on a greased baking sheet, 2 inches
apart, for 10 to 12 minutes. Store in a air-tight container.

Dr. Marius, a surgeon, has been practicing medicine in Fresno for the past 10 years.
He started out as an artist doing free lance, commerical, and fine art in New York's Harlem, before he decided to pursue a career in medicine.
Today, Dr. Marius is still actively pursuing art and is presently caught up in today's "Black Mood," drawing and painting like it is and was for him.

MINISTER
OF THE MONTH

Reverend Chester Riggins, minister of St. Rest Baptist Church, was born in Marshall, Texas in 1928.
He moved to California at an early age and attended Lincoln Elementary and Edison HIgh Schools. After serving in the U.S. Army
he continued his education at Fresno State College. He was called to the ministry in October 1959.
Rev. Riggins was YouthMinister for the Mt. PleasantBaptist Church prior to being called to the pastorate of the St. Rest Baptist Church in February 1961.
Thoughout his ministry Rev. Riggins has participated in many community activities. Presently he serves on the Board of Directors of the North Avenue Community Center.
Rev. and Sister Riggins are the parents of eleven children, seven of whom ares till living at home. They also have two granchildren.

RECRUITER
OF THE MONTH

Sgt. First Class Isiah Morris has been serving the Fresno community since October 1967 with the U.S. Army recruiting service.
He has recently been named TopRecruting in all of Northern Califonria for September 1969, fo rpersuading 46 men and four women
into the army over the past three months.Sgt. Morris is a veteran of Vietnam and has served 13 years of military service. He is now
attending Fresno City College. Sgr. Morris and his wife lula have one son, Andrew.

COMMUNITY LEADER

Commissioner John Ethridge

When called upon to work for the community, many people will say
that they don't have the time or give some other kind of put-off
reason. This is not the case, however, with John Ethridge of Fresno.
Mr. Ethridge, who attended Fowler High School and Fresno State
College could easily say that he does not have time to help in the
community, using his full time work as a general building contractor
and part ownership of the Richardson Construction Company
and the new Bambi Nursery School as excuses. Instead of excuses
though Mr. Ethridge donates much of his spare time as a member
of the Fresno County Planning Commission and the Spartan League
football program. He is also a Fourth Degree Knights of Columbus
and a member of St. Alphonsus Parish.
Ethridge, who enjoys working with young people, is the organizer
of the first Spartan League football team in West Fresno three
years ago. He is president of the Edison League and one of his
teams - the O'Neil Packers - has the best Spartan League record
in the nation. They won their league two out of their past three
years. For the last two years O'Neil Packers have won the National
Pop Warner Raisin Bowl.
Mr. Ethridge has a wife, Barbara, and two children Michael and
Michelle.

TERRONEZ & QUEEN

GABRIEL TERRONEZ, known to many local boxing fans as "The
Little Professor" during his fistic career, was recipient of a
plaque for his work with disadvantaged youth from Fresno Mexican
Independence Day Queen Vicky Hidalgo. Terronez, once a solid
contender for the junior welterweight crown, boxed his way through
college and now is with the Neighborhood Youth Corps which
attempts to provide jobs for youth. The presentation was made during
the recent Mac Foster -Cleveland Williams heavyweight bout
in Selland Arena, Fresno.

B.A.B.Y

The Black Association for the
Betterment of you, better known
as SAY B.A.B.Y., began during
the summer of 1967. This was
a time when Fresno's Black
brothers and sisters were taking
up arms against racism and
hatred. After the fire, smoke ,
shooting, and $100,000 damage
was done this first black organization
of revolutionaryminded
blacks emerged .
At our beginning and with only
ten (10) members, we set up a
"Programs of Blackness" platform
which included programs
of Education, Cultural Awareness , Community Organizing, Juvenile Delinquency,
and many others.
Here are some of the accomplishments in each of these fields:

Education--
A. Provided two scholarships to local black people to continue their education.
B. Provided over 200 job openings and placement for students to aid them in
quest for an education.
C . Confronted Board of Education numerous times in behalf of black students .
D. Spoke at more than a dozen colleges to make them better aware of the
black plight.

JUVENILE DELINQUENCY--
A. From November 1967 to May 1968, had Juvenile Rights and Privileges
classes at Juvenile Hall.
B. Helped to get numerous brothers out of Juvenile Hall early and, in some
cases, secured them employment.
C. Supported and counseled young blacks confined at Juvenile Hall.

CULTURAL AWARENESS
A. Organized and continue to present annually, the "Black Cultural Festival"
B. Periodically conduct Black Awareness classes at various centers and
schools .
C. Held weekly Saturday seminars designed to encourage Black Thinking
for two years.

COMMUNITY ORGANIZING--
A. Assisted in the organization of Black Student Unions at Edison and
McLane High Schools and Fresno City College.
B. Helped to organize Model Cities Youth Committee, and Model Cities
Neighborhood Council elections .
C. Helped to organize Black Alliance, Black Alert Patrol, and League of
United Blacks.
D. Organized campaigns against organizations and officials opposest to the
elevation of the black people, including Fresno's school board,city hall,
Office of Economic Opportunity, Senators and Congressmen.

W.FRESNO FEDERATION OF

The West Fresno Federation of Neighborhood Centers came into
being January 1, 1969, as the result of studying the effectiveness of
four individual centers: North Avenue Center, Trinity Street Center,
Self-Help Coalition (formally Tenants Council) and Cecil C. Hinton
Center (formally 'B' Street Center).
It was concluded after many meetings with committees, boards
and staff that the Federation Plan would provide a better coordination
of services--a united front for the purpose of securing funds
from local and federal agencies, and provide more support to the
individual center in its efforts to help area residents.
The Federation Board is composed of 12 members with three representing
each of the four agencies.
The Federation has a wide range of programs offered at the various
centers. They include the Headstart Program which is educating
150 children between ages 3-5, Information Referrals, Employment
Services, Legal Services, Housing Program, Counseling, On-The
Job Training, Community Organization, Basic Adult Literacy Tutorial
Service, GED Classes (high school equivalency), Recreation,
Interest Groups, Cultural Enrichment, Inter-Agency Council, and
Staff Training and Development Programs.

WASHINTON UNION'S STUDENT BODY PREXY


MIKE URIVE hands gavel to JAMES BATTLE

James Battle has been elected student body president of the
Washington Union High School for the 1969-70 school term. Jimmy's
duties will include: presiding over the student council, heading the
executive board in student government, and opening and closing
school assemblies. When he heard the news of his election he said,
"I am honored that I have been given this chance to serve my
school. I will serve you to the best of my ability.''
Because of his exceptional ability, James should be a good president.
Currently he is a member of the California Scholarship
Federation honor roll, the school band, and the varsity football
and basketball teams. This year he represented WUHS at the

Of James' election Mike Urive , last year's president, had this
to say, ''James was not elected by the black students and he was
not elected by the whites. He was elected by the blacks and whites
working together, and to me this is a good indication of the beginning
of true brotherhood at Washington Union High School."

COMMUNITY SERVICE--
A. Deliver snow each year to West Fresno youngsters each Christmas.
R. Placed over 300 individuals in jobs.
C. Serve as informative source to community, which includes making them
aware of developments detrimental to the well-being of West Fresno.
D. Retaliate through any means necessary against anyone who oppresses
black people.

These are only a very few of the accomplishments of SAY B.A.B.Y. in the
past three (3) years. We must mention now that many accomplishments of
our organization in helping to better the black community cannot be divulged
because of security reasons for our members. Many of our achievements
have received publicity with no one taking credit.
It is not the desire or policy of SAY B.A .B.Y. to take credit for anything.
We do however need members and followers to accomplish the goals of our
organization; todo this we must tell others what we have already accomplished.
Also, all programs and movements have been a part of the Brown or Chicano
Movement. We are in coalition with many of their organizations and believe
in the Third World Concept. We need every black person's support to better
our community and to instill pride, dignity and respect within each black
brother and sister.

BLACK AUTHOR
Nathan C. Heard

Nathan C. Heard, who quit South Side High School in Newark,
New Jersey, knows what it is like on both sides of the fence.
Presently he is teaching Creative Writing and Modern Literature
in the English Department at Fresno State College.
The ex-convict is author of the best selling novel "Howard Street."
The novel-Heard's first published work-deals with the slum life
in Newark, New Jersey. It depict characters and activities in the
Central Ward of a decade ago and is already into a third hard-cover
printing by Dial Press, Inc. A paperback edition is due in November
from New American Library. The novel has also catapulted the
one time high school dropout to a guest on many of television's
nationwide shows, including "Today", "David Galloway", "Skitch
Henderson", and the "Merv Griffin" shows and plans have been
made for more television appearances soon. The author has also
appeared in "Newsweek" and "Negro Digest" magazines.
The film rights to "Howard Street" have been bought by Dick
Miller Associates, a New York production firm, which plans to
make the movie next summer.
Heard's book was first published last December, a month before
his release from eight years in Trenton State Prison on an armed
robbery conviction. The paperback rights to the book sold to New
American Library for $35,000 and it is also to be translated and
published in Germany.
Heard is presently working on a second novel, "To Reach a
Dream" which is also about his hometown, Newark.
The versatile writer is also an excellent musician and sings and
plays the drums. He has made arrangements to record as a singer
for RCA Victor records in the near future.
''It seems like I have been out of prison for 10 years instead of
10 months," Heard said. He has met many outstanding personalines
during the last 10 months including Sammy Davis, Jr., Lena
Horne, James Earl Jones, Danny Kaye, Leroi Jones, William B.
Williams, Michael Dunn, and H. Rap Brown. Recently he met
Fresno's outstanding author William Saroyan.
